Python application sample?

I'd like to see a version of this for a simple python CLI application (__main__.py with supporting python files), that when pip-installed can be run as `sample-app arg arg...` 
And crucially, how do you debug it when creating it? I.e. how to invoke it, maybe with `breakpoint` commands in the source, without installing each time?
