[Bug] PDF Flatten does not keep the original reading order in text extraction?

Working on a fillable PDF, try to extract all the text word after flattening the PDF page, but the words from the fillable area always go after the general ones, and cannot keep the correct reading order.

test document:
TR_FW2_1000_0001F (2).pdf

plain text:
plain.txt

related functions:

        page.flatten()
        page = pdf[0]
        textpage = page.get_textpage()
        text_all = textpage.get_text_range()
