Option to account for the possible export of reference pypsa network

As emerged during the initiative meeting, the reference data could be used to generate sample output pypsa network files that can be used for validation

Hey @davide-f, do I get properly the idea is using PyPSA NetCFD format as an "internal" format of PyPSA-Earth-Status? We have discussed a similar methodology with @GbotemiB and I think can confirm that it seems to be a very handy one

In terms of converting reference data into NetCDF, I really dont know how to go about it yet, because reference data can be in different format. For instance, data from EIA or Ember have a different structure as compared to lets say official data.

Although, official data might not be always available. Most importantly, the structure/format need to be decided on.

At latest stages of the workflow, it is possible to create "reference" pypsa networks for the case under consideration.
Indeed, it can be either an intermediate step to facilitate data storing and plotting, or even the final goal for some users. Lukas was highly interested in this output too
