More flexible predefined facilities

As demonstrated in #352 and resolved in #384, the strict binary implementation of predefined facilities needed clearer explanation. To further the ease of use, we should consider adding functionality for predefining facilities by name or label, or possibly even based on condition (though that would take some more work).
