Subject: [PATCH 2/2] Remove fix-encoding-pragma hook

This hook was removed in version 6 of pre-commit-hooks; see
https://github.com/pre-commit/pre-commit-hooks/issues/1032. The hook is
not really useful for our project anyway, since we had it configured to
remove the encoding pragma from the top of source files but none of
the source files in this project actually have the pragma.
