3.9 is EOL this month

Per [PEP 596](https://peps.python.org/pep-0596/), the final release of 3.9 is to take place this month, making it EOL. We should decide what will be done with it, I think we should archive it, since the [docs](https://docs.python.org/3.9/) will not be rebuilt.
