use non-GPL validator for rfc3987

current validator for iri and iri-reference requires package rfc3987.
package rfc3987 is licensed under GPLv3+

For legal reasons, I cannot use GPL-licensed dependencies, so I am using the installation extra "format-nongpl".
This very extra does not bring any validation for iri and iri-reference, as far as I understand.

I would like to add capabilities for iri and iri-reference validation when using the "format-nongpl" extra.

This doesn't look maintained and says "WARNING: This package is not yet ready for use!**" at the top.

The other doesn't appear to have any users, though I just glanced for a moment at it.

Neither seem promising honestly.

But you're welcome to try to plug the first one in and see how many tests from ou test suite it passes, at least to see if it does anything correctly there.

cool. will draft a pullrequest for the https://pypi.org/project/rfc3987-syntax/.

even if it fails and will not make it into this very library, at least there was an evaluation, and you can add this library to some decision-log as "not usable ATM"
