Resolves #9136

Currently, ImageOps.expand() doesn't consider palette modes.

Pillow/src/PIL/ImageOps.py

Line 502 in 1e76b75

palette = ImagePalette.ImagePalette(palette=image.getpalette())

This fixes that.
