The python_version there needs to be set to "3.*" for this to work.

Thanks for the detailed report. There is a bug in poetry-core and in poetry-plugin-export. Fixing either of them resolves this issue (although it makes sense to fix both, of course). See python-poetry/poetry-core#902 and #355.
