Separate nturl2path module test from `test_urllib.py`

Proposal:

Lib/test/test_urllib.py currently contains a nturl2path module test cases

I propose to move the snippets which nturl2path module test into a separate file.

New directory would look like this:

• test_urllib.py - Testing urllib
• test_nturl2path.py - Testing nturl2path

Has this already been discussed elsewhere?

This is a minor feature, which does not need previous discussion elsewhere
