Remove the `ma_version_tag` member in `PyDictObject`

In https://github.com/python/cpython/blob/main/Doc/deprecations/c-api-pending-removal-in-future.rst. This member has been deprecated but not removed. And I found that many other goals have been achieved, so I think it is necessary to remove this member immediately.
