IDLE on macOS is unresponsive on screen time block

Bug description:

IDLE version: 3.13.5

How to reproduce:

• Set screen time limit for IDLE.
• Use IDLE until screen time limit expires and gets blocked by macOS.

When IDLE is blocked, "Ask for more time" button is unresponsive.
Further more, there's no way to quit when IDLE is blocked.

Is this specific to IDLE? What if you run python directly? Or another tkinter program? One that displays a test inside a frame inside a toplevel?
