Make pip, IDLE and turtledemo be optional in Python install manager

Proposal:

When I use the Python install manager, I noticed that all releases come bundled with IDLE and turtledemo, even though these components can be optionally installed in the Python full installer.
For a tool designed to manage multiple Python versions, having duplicate copies of IDLE and turtledemo isn't ideal.
(Also, could pip be made optional as well?)

This needs to distinguish between several scenarios. If you are referring to the new Python installer manager, this issue should be transferred to https://github.com/python/pymanager . If you are referring to the current MSI GUI, pip can be optionally installed at present. Additionally, if you choose not to install tcl/tk, then IDLE, turtledemo, and turtle will not be installed either.

If you want to separate IDLE independently, this is a duplicate of the issue at #117682.

It seems like duplicated with python/pymanager#181, but I don't know should I repost it as a feature request.
