pip list -q should not hide command result

Bug description:

Encountered behaviour
Currently, pip list -q prints nothing

Expected Behaviour
It should hide warnings (like pip being out of date), but not hide the package list, which is the purpose of running the command in the first place

CPython versions tested on:

3.11, 3.14
