Restructure the salt-tree

The current salt tree seems a little dis-organised. Salt tree needs to be restructured in a way that we can clearly identify the two different projects.

How would you go about it. A little more detail would be welcome.

I am not claiming the current organization is perfect. 😄

For eg: I think the code for nginx is should go into lib along with any related stuff.
