Update some fusion ops passes to correctly set modified bit

Summary:
Updated
- FuseMMWithAdd
- FuseOpPairsAcrossBranchesPass
- FuseQuantDequantToRequantizePass
- FuseTransposeOrPermuteOpPairsPass
- FuseFullThenReshapePass

And modified tests for those passes to run numerical validation. Additionally, fixed a test which was providing wrong dtypes for requant
