[Portable] Enable CI for new GA+ models

#12378 tracks enablement and adding CI through XNNPACK. It is still work in progress.

This task is to ensure we have them in the CI (either in ET or in HF) running without delegates. If it is prohibitively long - we can discuss those individually.
