I have tried to recreate this issue, but the test doesn't fail for me. Here is the steps I have used to attempt to recreate this issue:

git clone https://github.com/pytorch/executorch.git
cd executorch

git checkout 5452e68663c0bd41f071a7d30d8dcecb54bbed4b

python3.10 -m venv venv
source venv/bin/activate

source .ci/scripts/utils.sh
install_executorch "--use-pt-pinned-commit"

.ci/scripts/setup-arm-baremetal-tools.sh
source examples/arm/ethos-u-scratch/setup_path.sh

pip install notebook

backends/arm/test/test_arm_ootb.sh

Is there anyway to recreate the environment in the CI? Is there a Docker image I could pull for example?
