Python apis for loading and saving .ptd from dictionaries

We have cpp forms of these apis which makes federated learning training loops easier. It would be nice to have python bindings for these apis to make python server cases easier too.

I did implement Python deserialization for flat tensor in #11779. Is that what this issue is referring to?

Ah not quite. This issue is to deserialize into dict[str, tensor]. Your PR probably makes it trivial to implement this though.
