llava test on Linux is timing out again

Started happening with #8680, but that appears unrelated

@wdvr sent #8694 to raise the timeout and see how long the build actually takes now . Also observed the same timestamp gap issue I found last time this started happening (#8180).

Does the job download anything from the internet? If so, could it be throttled on the download speeds?

@nshulga yes it downloads a several GB model. Don't know how throttling works

I didn't realize that we had both "test-llava-runner-linux" and "test-models-linux (llava flavor)" until about 5-10 minutes ago. the previous time we had an issue, it was test-llava-runner-linux and now it's the other one.

The two jobs seem redundant. #8702 should fix (though it doesn't address whatever the underlying reason for timeouts is).
