It seems like there's a lot of hardcoding in the CI assigning QNN_SDK_ROOT as 2.28.
I have created a Draft PR that can successfully pass all QNN CIs with QNN 2.37: #13352.
It should be able to reuse the QNN SDK version under backends/qualcomm/scripts/qnn_config.sh, reducing the effort in future when performing upleveling.

We noticed a couple errors in our internal CI when upleveling to QNN2.37 (Non GA LLM related).
We might need to have the internal errors resolved before bumping the version.
