[CH] Remove unused ci_wait_time query and the query used to preprocess data for it (#5824)

Remove these two queries instead of migrating them to clickhouse.

These kpis were added over a year ago to address our goals back then.
However, the results were not as useful as had been hoped and aren't
actually used.

Let's get rid of them.
