Deprecate macos-m1-13 runners

We current have 12 macos-m1-13 runners that are idle all the time (see https://hud.pytorch.org/runners/pytorch?search=macos-m1-13).

Looking at the pytorch org, no workflow uses them:

I also used this script to validate that no job is currently using them (it checks the latest run of each job)

We should shut them down
