torch-xla 2.9 release candidate

PyTorch 2.9 release candidate was created on 9/10.

torch-xla branch r2.9 was created also on 9/11 for Andrey Talman's pytorch 2.9 PR .

Please help prepare a release candidate after cherry picking the logging fix and any other ones needed for 2.9.

Hi @bhavya01, there's a fix for dist.broadcast #9657 we should add to 2.9, but don't let it block the release candidate.

#9657 is merged. @bhavya01 please include that with 2.9RC.
