HI PC optimization with PyEBSDIndex v0.3.9.1 errors with NumPy 2.4

See USNavalResearchLaboratory/PyEBSDIndex#77 for details. This causes many of our tutorials to fail.

The only solution I can see:

1. Limit NumPy < 2.4
2. PyEBSDIndex releases a bug fix
3. We limit PyEBSDIndex > bug-fix-release-version

There's a fix in PyEBSDIndex 0.3.9.2: USNavalResearchLaboratory/PyEBSDIndex#78.

If we remove the limit on NumPy < 2.4, we should set PyEBSDIndex >= 0.3.9.2, I believe. I think it's best to do this in the next minor release.
