Multiple start zones [BUG]

Describe the bug
When map has multiple start zones they also count towards stage

How To Reproduce
Steps to reproduce the behavior:

1. zone map with 2 start zones
2. add tier
3. -profit

Error Log
None since it's sql counting issue

Expected behavior
if (startzones>1) startzones = 1;
