Prepare 2.0.3 release (Qiskit#14626)

* Prepare 2.0.3 release

This commit prepares the 2.0.2 bugfix release. It updates the release notes
and bumps all the necessary version numbers. Once the commit is merged
the resulting merged commit should be tagged as 2.0.3.

* Touch up release notes
