Can not give reason for ban/kick

The new audit log came with the ability to give a reason for a ban or kick. This needs to be incorporated into the ban and kick commands.

On the dev branch, ban reasons have been implemented and there is currently an open PR from zaza7 which adds a reason for kicking a user.
