Parking optimization

Parking is required when there is frequency proximity between the low-frequency qubit involved in a flux-based 2q gate, and a further qubit still coupled to high-frequency one.

Not any parking frequency is equally good, because of avoided crossing in the 3-excitations manifold.

Suitable experiments can help to guarantee a safe detuning value. Though, it could be mostly inferred from previous qubits' characterization (specifically their energy levels).

Notice that #1305 is improving the support for parking a qubit in 2q calibration experiments. But it is not introducing any experiment to tune the value of the parking pulse.
