Test on prereleases in the devel version tests

Previously, this workflow tested with the latest git versions
of all Qiskit packages and the most recent stable release
of all other packages.  This changes it to test on any eligible
_prerelease_ versions of the other packages, so that we
can catch potential breakage from other sources sooner.
