meta-qcom is failing check-layer-nightly test

We got an overnight failure of the Whinlatter branch tests on the
autobuilder, related to meta-qcom. I believe this is because the support
of Linux 6.17 was dropped on our side:

@quaresmajose created #1203, but since it is whinlatter specific, we didn't really merge it.

Should we create a whinlatter branch or should we just not validate whinlatter?

I think we should make a whinlatter branch, but I agree that complicates a few things..

I think it is ok to create it, we can just make it is community maintained.

Additionally, we should drop the 'whinlatter' compatible from conf/layer.conf.
