Rename KernelCI_PreMerge.yaml to qcom-nxt-ci-premerge.yaml and remove duplicate workflows

- Renamed KernelCI_PreMerge.yaml to qcom-nxt-ci-premerge.yaml for better clarity and naming consistency.
- Removed redundant/duplicate CI workflow files to streamline the CI/CD pipeline.
