meta-tensorflow breakage

meta-tensorflow appears to have force-pushed to their scarthgap branch, and now the revision specified by several of the manifests here (including the latest) no longer exists, which causes repo sync to fail.

The removed commit hash is c382865206fe925a02a1cdbdd856e16310bc9dbc and the affected manifests are:

• qcom-6.6.90-QLI.1.5-Ver.1.0.xml
• qcom-6.6.90-QLI.1.5-Ver.1.1.xml
• qcom-6.6.97-QLI.1.6-Ver.1.0.xml

Plus, indirectly, the manifests that include the three above.

It appears that the new equivalent commit is 1a0c74c9666db0d89c20c9c85b4377931476886c. Only the commit messages were changed; there's no difference in content between these two commits.
