rawprogram0.xml lists rootfs size as 0kb

For e.g. RB3gen2 the xml shows:

<program start_sector="131078" size_in_KB="0" [...] label="rootfs"/>

Which qdl-rs, rightfully, skips:

Sending partition efi: 512.00 MB / 512.00 MB [============] 100.00 % 98.08 MB/s 
Skipping 0-length entry for rootfs
Sending partition PrimaryGPT: 24.00 KB / 24.00 KB [============] 100.00 % 23.72 MB/s

Either ptool or the tool that generates the rootfs needs to set the size correctly.

This works OK with "old" qdl. Should we align how the tools work?

Is there any merit to generating 0-size partitions? patch.xml already updates the GPT entry and if we're not overwriting the generated userdata/formatting/erasing it, this is a NOP anyway

As a sidenote, size_in_KB is off-spec for <program>.., it's only intended to be used as an argument for <ufs>.
<program> uses num_partition_sectors instead.

In ptool.py this is set based on GROW_LAST_PARTITION_TO_FILL_DISK (https://github.com/qualcomm-linux/qcom-ptool/blob/main/ptool.py#L553)
