List.sortBy

It would be useful to have a function to sort lists.

Ex:

• input = [["item1", 1], ["item2", 0.5], ["item3, 5]]
• output = [ ["item3, 5], ["item1", 1], ["item2", 0.5] ]

I don't think Squiggle currently has a function for this?

(This was prompted by the more general thing in #1044 but I thought it would be useful to separate this out, as it's simpler/cleaner.)

Changed the name;
We need some list sortBy function. Rescript has stableSortBy. They sort in place, we'd probably not want to do that. (Though maybe they have good reasons, not sure)
