Improve Release Plan and update procedure for LTS

Hi All,

I really love the Quarkus LTS releases but I think it is not that well documented and supported.

e.g. it would be great to see which Versions are and will be LTS releases in the near future:

And it would be great to have a separate update command for LTS releases:
https://quarkus.io/guides/update-quarkus

This blog post is kind of outdated - as it mentions 3.2 and doesn't point to 3.8 (or to https://github.com/quarkusio/quarkus/wiki/Release-Planning):

Also on the "Start Coding" page it is not 100% clear why 3.2 / 3.8 are there (in the dropdown) but not 3.9 or 3.4 -> I know its because of LTS - but others might not know ...

Did I miss any page which lists all LTS and their "support lifetimes"?
