restart footnote numbering in each book chapter

Description

there are a few numbering issues already open (#4944), but I haven't seen this mentioned anywhere yet. If you are using footnotes in your Quarto book, their numbering continues across chapters. It would be useful to have an option to restart footnote numbering between chapters when outputting to docx.

I tested this behaviour in both an older book project and a clean test environment, both yielding the same outcome. I tried changing the relevant setting in custom-reference-doc.docx but this does not seem to be picked up by Quarto/pandoc (see screenshot).

any idea whether you think this feature will ever make it into Quarto?

after doing some more digging I think the following open issue in pandoc is the root cause: jgm/pandoc#2773

adding a section break manually in Word restarts the footnote numbering as expected

this should be fixed in pandoc as of today (see jgm/pandoc@b6aff21)
