Section numbers of index page?

If you set up number-sections: true for a book project, the section numbers on the index page look quite odd because they start at 0 but the next page starts at 2.
Is this intended?

The issue here is that in general if you're using heading to denote chapter titles, you should use level 1 headings:

# Page 1

I think that will likely clear up the issue. (You could also use the title in the front matter and we'll generate the H1 from that).

Books do have a special behavior for the first page - the title front matter is being provided by the book project title (since we're trying to display the title of the book itself). If you use a raw level one heading on that page, it should be all good.

I think quarto often sets the title elsewhere, so perhaps this particular spec is worth clarifying in the reference. (Does it already exist?)
