Provide richer information in hover for kbd shortcode

Description

We're looking to use the kbd shortcode in the Positron docs, with WIP integrating that in posit-dev/positron-website#111.

@jennybc noticed that the VS Code docs have really nice hover information that helps folks understand what the keyboard shortcuts are for other OSes:

• Is there a way for us to create these hovers now?
• Could the kbd shortcode provide this by default?

If you want to add tooltip to whatever, you can do the following:

I don't see them in this deploy preview in Safari, Chrome, or Arc: https://deploy-preview-111--positron-posit-co.netlify.app/keyboard-shortcuts.html

I also don't see them when doing quarto preview locally. I wonder what I might have set up that is getting in the way of this tooltip?
