The 'correct' to write ordered lists

I'm writing protocol documentation using the quarto book format. As such, I use a lot of ordered lists.

I've noticed there's a subtle difference in formatting between doing something like this:

Stuff here:

1. Step 1
2. Step 2
3. Step 3

versus this:

Stuff here:

1. Step 1

2. Step 2

3. Step 3

Note that beyond the spacing between lines, one is serif, one is sans serif.

I was wondering which is the 'supported' method for creating ordered lists.
