Sections not being numbered

I must be doing something silly but I can't see the problem. I have a Quarto book at https://hbiostat.org/bbr for which _quarto.yml has this:

But sections are not being numbered in the html file. I'm using Quarto 1.4.17

I was able to reproduce a regression for websites and books, it appears there is a regression in 1.4 compared to 1.3.
