Add back RHEL7 build when Deno 2.4.5 is available in conda-forge (or not) #13409

For 1.9, Deno was updated to 2.4.5

However, our RHEL7 builds need 2.4.5 version to be available in conda-forge, but the repo is largely outdated https://github.com/conda-forge/deno-feedstock

Not sure if 2.4.5 can be published there as latest is 2.5.1

Anyhow, we'll see how this works. In the meantime, we'll opt out the build as this is causing error in our workflow.

Something to note: RHEL7 is EOL and Posit dropped support since 30/06/2024 https://posit.co/blog/upcoming-end-of-support-centos-7/

So possibly no need anymore to provide a RHEL7 build, which was provided in the first place for Deno compatibility, and this is now not even in discussion because EOL

So we could drop entirely too
