Add `code-link` limitation also with `code-annotations`

Well, we (@cderv and I) should get back on this as it's been a while and not everything was straightforward (see #6297).
Most of the combinations/examples are on https://github.com/mcanouil/quarto--code-link--code-annotations (4 months old).

Is the limitation that code-annotations doesn't work if code-link is enabled?

I believe this is the other way around - if you have annotations for code blocks, code linking with downlit won't work. And even setting code-annotation: false does not work.

I believe this is because Quarto will process the code block before downlit applies and this is breaking the support.

Just encountered this issue. Using code-link: true breaks code annotation but enables automatic linking. Removing it enabled code annotation.
