ncm-network: nmstate: no IPIP tunnel support

This is not yet implemented in nmstate itself. nmstate/nmstate#2835

@kwaegema command is not currently supported, I didn't get around to looking at this.

I can raise the issue you created with RedHat to see if we can raise a RFE to get this added to nmstate quicker.
