ncm-glitestartup generalization

The ncm-glitestartup can be used by another template than grid. It may be useful to move it to configuration-module-core and rename it.
For example, I am using this component for OpenStack development. It is really useful, as for a Nova controller I have to deal with no less than 6 daemons to manage together.
