can "noaction" be set in /etc/ncm-ncd.conf or equivalent #60

Description

@wdpypere

although the new --noaction feature is nice it is hard to use/implement in a real world. If you compile new profiles and want to test them with noaction you have to be faster than ncm-cdispd and then revert to the old profile to make sure no cron/daemon actually implements the changes.

It would be nice if it is implemented in /etc/noquattor or /etc/ncm-ncd.conf or equivalent. when it is set ncm-ncd should always run with --noaction and it will prevent any actual changes being made.
