perl-Test-Quattor isn't built as part of the release

This is because it is part of maven-tools which have their own versioning scheme.

Including the latest version in each release should be straightforward, but should it carry the version of the release, or the version of maven-tools?

It has only been included in two previous releases, both as a later manual addition:

• 21.12.2
• 23.6.0

In both cases the packaged carried the same version as the release.
