Add the healthcheck endpoint to query service v1 #96

What? Why? Who?
As an external user that relies on the the healthcheck endpoint I would like to continue using this endpoint so that I do not have to change my code.
Acceptance Criteria
/v1/healthcheckis available in query service v1- The endpoint has to be compatible but it hasn't to work 100% the same, if that is not feasible, as the endpoint was never really useful for third parties.
Comment
On exchange uses the healthcheck endpoint. Altough this endpoint was never made for external users it might be easier for us to provide a compatible version of this endpoint than to make the users change their code.
