Fix public peer discovery issue

## What? Why? Who?
When configured for peer discovery, the qubic-nodes service may not update it's peer list with available discovered peers. This can cause services which depend on it to fail.

## Acceptance criteria
- Investigate the peer discovery logic to understand the cause of the issue.
- Fix the logic so the service correctly adds discovered nodes to its node list.
