Revert quarto lib path changes

Need to revert changes from #2864 based on feedback from @cderv

Quarto build errors should be resolved by quarto-dev/quarto-r#228

It would be really nice to have a regression test for these GHA build errors.

It would be really nice to have a regression test for these GHA build errors.

To reproduce, this should be possible with

• A dummy package to build doc site
• calling this package in one of the article
• installing the package in a temp directory added to .libPaths()
• pkgdown::build_article() should reproduce then

pkgdown::build_site(install = TRUE) would also reproduce as long as the test package is not installed also in default library.
